Robert A. Kull, P.P., A.I.C.P., Senior Associate
Robert A. Kull offers a unique blend of over 35 years of planning, implementation, and information technology experience. Mr. Kull is able to seamlessly integrate into planning documents both the natural and manmade environmental conditions that need to be evaluated for sound planning and sustainable development to occur. He applies state-of-the-art techniques, ranging from spatial analysis to form-based codes, in his work, most recently incorporating a hybrid form-based code for commercial districts as part of a comprehensive update of the zoning ordinance for East Orange, NJ.
Mr. Kull is the former Planning Division Director for the Ewing, NJ office of Environmental Resources Management, Inc. (ERM), a multinational consulting firm. Prior positions include: Northwest Area Planning Manager and Assistant Director for Research of the NJ Department of Community Affairs, Office of State Planning (OSP); a Burlington County, NJ Regional Planning Coordinator; and Principal Planner and Water Quality Program Manager with Mercer County, NJ.
Mr. Kull is also a faculty member of the Edward J. Bloustein Online Continuing Education Program at Rutgers University and serves as Chairman of the Ewing Township Redevelopment Agency.
Mr. Kull holds a Bachelor’s degree in Environmental Science and Policy from the University of Pennsylvania and a Master’s degree in City and Regional Planning from Rutgers University. He is also a New Jersey Licensed Professional Planner and a member of the American Institute of Certified Planners. Mr. Kull earned a certificate from the charter program of the Form Based Codes Institute at Virginia Tech University.
